"El Perico" means "The Parakeet"
Note that the bird is dressed in formal clothing and he is carring a quill pen ready to write. He is standing on grass and making a gesture that one would make when saying "Pleased to meet you". The two objects between the 'E' and the 'R' are believed to be writing implements used with quill pens.
